It's not that hard. I you use any good program like Dream Weaver or Front Page they are built in.

• Click on the where you want to insert the rollover image.
• In the Insert toolbar in the "Common" tab click on the triangle next to the "Images" icon and select "Rollover Image".
• The in the "Rollover Image" window:
  • Set the name of the rollover image e.g. "poopy".
  • Select the Original image e.g. "images/poopy.png"
  • Select the Rollover image e.g. "images/overpoopy.png"
  • Set the alternate text e.g. "poop".
• Press the "OK" button.
