It's not that complicated really. You can blow it with wind and the image will rollover. Just kidding. Anyway to continue with my rant on how to rollover an image, we will study some techniques used by webmasters.
Java scripts are a simple and easy way to create rollovers. They can be a problem in older web browsers but that's a whole other subject.
